WELCOME BACK WE'RE HERE WITHMAYOR BILL DEBLASIO.

NOW LET'S TALK.

LET'S TALK ABOUT THE ONE, STOPAND FRISK.

THERE WAS A CHALLENGE -- IT WASRULED UNCONSTITUTIONAL.

NEW YORK CITY HAD PROFFERED ACHALLENGE TO THAT.

YOU HAVE ENDED THAT.

>> I HAVE.

>> Jon: THERE WILL BE NO STOPAND FRISK.

>> WE'VE COME TO A SETTLEMENT.

>> Jon: WHAT IS THESETTLEMENT?

>> LOOK, WHAT I SAID WAS YOUCANNOT -- IT'S A SIMPLE IDEA,

THE NEW POLICE COMMISSIONER BILLBRATTON IS FANTASTIC.

YOU CAN'T BREAK THE LAW TOENFORCE THE LAW.

IT'S AS SIMPLE AS THAT.

[CHEERS AND APPLAUSE]AND WHAT WE HAD FOR YEARS WAS

YOUNG MEN OF COLOROVERWHELMINGLY THEY WERE THE

ONES SINGLED OUT, TREATED ASSUSPECTS EVEN IF THEY HADN'T

DONE ANYTHING WRONG.

STOP AND FRISK IN THE HEYDAYALMOST 700,000 STOPS IN THE YEAR

AND ALMOST EVERY ONE OF THEMWERE INNOCENT PEOPLE, NO

SUMMONS, NO CHARGE, NO NOTHING.

THAT'S NOT HOW YOU PROCEED IN ADEMOCRATIC SOCIETY. I ARGUE THATPUBLIC SAFETY AND CIVILLIBERTIES HAVE TO MARCH HAND IN

HAND.

>> Jon: HOW FRIGHTENED AREPEOPLE WHEN YOU WALK IN BECAUSETHEY MUST THINK NOW

YOU'RE COMING IN THERE ANDTURNING EVERYTHING UPSIDE DOWN,THE UNCERTAINTY MUST BE

PALPABLE AT CITY HALL.

>> I DON'T WEAR THE CHEGUEVARA T-SHIRT AT WORK.

I'M BLESSED TO HAVE A MANDATEFROM THE PEOPLE TO MAKE

PROGRESSIVE CHANGE.

I TALKED ABOUT THE TALE OF TWOCITIES WE WERE LIVING.

THIS IS ALL ABOUT ACKNOWLEDGINGTHE INEQUALITIES THAT BECOME

FUNDAMENTAL AND GROWING IN OURCITY AND GOING AT THEM WHETHER

IT'S INEQUALITY OF HOW POLICINGWAS DONE OR INEQUALITY IN TERMS

OF INCOME OR EDUCATION.

THE PEOPLE ARE READY TO TAKETHAT ON HEAD ON.

YES, THERE ARE BUREAUCRATS ANDOTHERS WHO ARE HESITANT BUT IKNOW THE

POPULAR SUPPORT IS THERE.

>> HOW DO YOU EXPLAIN THAT TOPEOPLE WHO HAVE ENJOYED A MORE

ABSOLUTE POSITION IN THE CITYSOMEWHAT UNASSAILABLE THAT THAT

IS FAIRNESS AND JUSTICE AND NOTPERSECUTION?

HOW DO YOU CONVINCE THEM THATTHE LOSS OF A MORE ABSOLUTE

POWER IS NOT PERSECUTION?

>> IT COMES UP WITH THE PLAN TOTAX THE WEALTHY FOR PRE-K AND

AFTER SCHOOL.

ANYONE WHO MAKES $500,000 ORMORE PAYS MORE IN THE CITY

TAXES.

WHAT DOES IT ALLOW US TO DO?

FULL DAY PRE-K FOR EVERY CHILDIT WOULD BE TRANSCENDENT IN

TERMS OF THE SCHOOL SYSTEM.WOULD TOTALLY ALLOW US TOPREPARE OUR KIDS PROPERLY.

>> Jon: YOU AND CUOMO AREFIGHTING ABOUT IT.

HE SAYS I'LL PAY FROM THE STATEAND YOU SAY I'LL PAY FROM THECITY

WHY NOT GO 50/50 ON THIS BADBOY?

>> BECAUSE WE NEED TO KNOW THEMONEY IS THERE YEAR AFTER YEAR.

THE ONLY WAY WE GET THAT IS IFWE TAX THOSE IN THE CITY.

IF WE TAX THOSE WHO MAKE AHALF MILLION OR MORE, THEY CANHANDLE IT.

THE EQUIVALENT FOR SOMEONE WHOMAKES BETWEEN 500,000 AND A

MILLION IS THE PRICE OF A SMALLSOY LATTE AT STARBUCKS ONCE A

DAY.

>> Jon: I'LL END UP PAYING ALITTLE BIT MORE.

CAN I GO TO THE PRE-K AND BELIKE YOU ARE MINE!

[LAUGHTER]AND SO YOU BETTER GET THOSE

GRADES UP BECAUSE I'M ON YOURASS.

>> WE'RE GOING TO CREATE APROGRAM FOR YOU THAT ALLOWS YOU

TO DO THAT.

I THINK YOU DESERVE THAT RIGHT.

>> Jon: THE 50/50 THING NOFLY?

>> I THINK WE NEED MORE RELIABLEMONEY.

THE STATE HASN'T OFFERED ASPECIFIC DOLLAR FIGURE.

THIS IS A FIVE YEAR $2.6 BILLIONPLAN TO MAKE SURE THAT EVERY

CHILD GETS A STRONG START INSCHOOL.

>> Jon: COULDN'T BLOOMBERGCHUCKED THAT IN ON HIS WAY OUT?

THREW IT INTO A POT.

>> IT COULD HAVE BEEN AGRATUITY.

>> Jon: THANKS FOR HAVING MEAS MAYOR.

HAVE SOME PRE-K.

>> SOMETHING FOR YOU, PAL.

[ LAUGHTER ]HERE IS THE THING.

WHEN I TALK TO WEALTHIER FOLKSAND SAY WE WANT YOU TO PAY A

LITTLE MORE SO WE CAN DO THIS.

SOME PEOPLE GET UPSET AND SAYARE YOU TRYING TO PUNISHSUCCESS.

I SAY WE'RE NOT TRYING TO PUNISHSUCCESS WE'RE TRYING TO CREATE

MORE SUCCESS STORIES.

>> Jon: I UNDERSTAND THAT THEPEOPLE IS THAT HAVE DONE VERY

WELL IN THIS CITY HAVE DONE WELLIN THIS CITY BECAUSE OF THE

OPPORTUNITY THAT THIS CITY ANDITS INFRASTRUCTURE HAVE OFFERED

US.

I THINK IT'S THE LEAST WE CAN DOTO AS THEY SAY PAY IT FORWARD.

THIS IS NOT YOU HAVE TO GIVE US95% OF YOUR MONEY.

IT'S A REASONABLE WAY OF LOOKINGAT IT.

THAT BEING SAID, THE FEAR IS WERETURN TO A DIFFERENT TIME IN

NEW YORK WHEN IT WAS LESSORDERLY AND THINGS WERE MORE

CHAOTIC AND HOW DO YOU TELLPEOPLE THAT THAT IS NOT THE CASE

THAT THIS IS GOING TO BE CHANGEBUT DONE IN A MANNER THAT

IS MUCH MORE REASONABLYPRESCRIBED?

>> WHENEVER YOU SEE APROGRESSIVE MOMENT.

WHENEVER YOU SEE PROGRESSIVELEADERS COME INTO OFFICE THAT

CHARGE IS THROWN IN ONE WAY ORANOTHER THAT WE'LL HAVE A MORE

COMPASSIONATE SOCIETY.

IT'S SPECIOUS. IT'S NOT TRUE.

THE BOTTOM LINE IS WE KNOW THEGREAT THREAT TO THIS COUNTRY IS

INEQUALITY.

THE GREAT THREAT TO THIS CITY ISINEQUALITY.

IT'S GOING TO BE UNSUSTAINABLEFOR THE LONG TERM.

PEOPLE NEED A CORE HOPE IN OURSOCIETY.

THEY NEED A CORE AMOUNT OFVISIBILE OPPORTUNITY AND IT'S

SLIPPING AWAY.

IF YOU WANT TO TALK ABOUTDESTABILIZING REALITIES TALK

ABOUT INEQUALITY.

PROGRESSIVES CAN RUNGOVERNMENTS EFFECTIVELY. CANFOCUS ON PUBLIC SAFETY AND BERESPONSIBLE BUT

WE'LL DO IT IN A WAY THATRESPECTS PEOPLES' RIGHTS.

[CHEERS AND APPLAUSE]>> Jon: I'LL HAVE YOU BACK IN

THREE YEARS.

WE'LL TALK ABOUT IT.

[ LAUGHTER ]MAYOR BILL DEBLASIO.

THANK YOU VERY MUCH.
