[ APPLAUSE ]>> Jon: HELLO.

WE'RE BACK.

WE'RE TALKING WITH DEBBIEWASSERMAN SCHULTZ THE BOOK IS

FOR THE NEXT GENERATION.

WE'RE TALKING ABOUT GOVERNMENT.

CLEARLY YOUR FRUSTRATION WITHTHE TEA PARTY AND THE

REPUBLICANS IS CLEAR AND BY GODTHEY'VE BEEN HISTORICALLY

OBSTINATE.

I DON'T THINK THERE'S ANYQUESTION ABOUT THAT THAT BEING

SAID I ALMOST THINK IT'S MOREIMPERATIVE FOR THE OPPOSITION TO

GET ITS ACT TOGETHER BECAUSEWHEN THAT IS THE OPTION, WHEN

THAT IS THE OTHER SIDE YOU WANTTO MAKE SURE THAT --

>> YOU DON'T WANT TO GIVE THEMEVERY POSSIBLE WAY TO --

>> Jon: THIS IS CORRECT.

>> THAT'S RIGHT.

WE HAVE TO GET IT RIGHT.

>> Jon: HERE ARE THE THINGSTHAT BOTHER ME ABOUT IT BEYOND

THE -- ANYTHING NEW WILL HAVESOME KINKS.

I DO AGREE THAT'S A PART OF IT.

THERE SEEMS TO BE A STRANGEDISCONNECT.

THE SECRETARY OF HEALTH ANDHUMAN SERVICES SAID THE

PRESIDENT DIDN'T KNOW THAT THEWEB SITE HAD PROBLEMS.

AND THEY CLEARLY HAD BEEN SAYINGFOR A LONG TIME IF YOU LIKE YOUR

COVERAGE, YOU'LL KEEP IT.

>> RIGHT.

>> Jon: BOTH OF THOSE THINGSSTRIKE ME AS REALLY TROUBLING AT

A FOUNDATIONAL LEVEL.

IS THAT UNDERSTANDABLE AS ACONCERN?

>> WELL, THERE'S NO QUESTIONTHAT IT WAS PROBLEMATIC THAT THE

WEB SITE WAS NOT WORKINGPROPERLY RIGHT FROM DAY ONE.

>> Jon: BUT THAT HE WAS NOTAWARE OF IT.

APPARENTLY AFTER A DAY THEY SAIDHE FOUND OUT.

>> I THINK WE HAVE TO LOOK PASTAND NOT FOCUS.

[LAUGHTER]>> Jon: I GET IT.

>> ALL KIDDING ASIDE THOUGH IKNOW WE'RE ON A COMEDY SHOW SO

WE DON'T PUT KIDDING ASIDE.

WHAT IS IMPORTANT IS MAKING SURETHAT PEOPLE WHO NEED HEALTH CARE

COVERAGE THAT DON'T HAVE IT NOWCAN GET ON THE WEB SITE.

YOU KNOW, I DON'T WANT TO SPENDMY TIME POINTING FINGERS AND --

>> Jon: THAT'S WHAT I'M HEREFOR.

[ LAUGHTER ]>> AND APPARENTLY THERE ARE

REPUBLICAN COLLEAGUES OF MINEWHO SEEM OBSESSED WITH ONLY

POINTING FINGERS.

>> Jon: THERE'S SOMETHING TOSOLVING A PROBLEM BY KNOWING ITS

CAUSE, IS THERE NOT?

>> YES.

>> Jon: ONLY FOR THE PRESIDENTIT'S HIS SIGNATURE ACHIEVEMENT.

DO YOU GET A SENSE THERE'S ADISCONNECT BETWEEN THE PEOPLE

THAT WORK FOR THE PRESIDENT ANDTHE PRESIDENT?

WOULD YOU SAY IT'S REASONABLETHAT IN YOUR OFFICE YOU HAD A

SIGNATURE PLAN FOR FLORIDA ANDTHE DAY IT LAUNCHED IT CRASHED

AND THEY KNEW IT WAS GOING TOHAPPEN AND NOBODY TOLD YOU ABOUT

THAT WOULDN'T THAT SPEAK TO AMANAGERIAL CRISIS OF SOME SORT?

>> I THINK IF THERE WERE SERIOUSENOUGH PROBLEMS THAT IT WAS

GOING TO REALLY BE PROBLEMATICON THE DAY OF IMPLEMENTATION

THAT THERE SHOULD HAVE BEEN MORECOMMUNICATION.

BUT AS SOON AS THEADMINISTRATION BECAME AWARE THAT

THERE WERE VERY SERIOUSPROBLEMS, THEY APPOINTED JEFF

ZEINTZ. THE FORMERACTING DIRECTOR OF THE OMD.

>> Jon: SURE JEFFY Z.

>> HE'S ABOUT THE BEST THERE IS.

TO TRIAGE THE PROBLEMS AND TECHSURGE.

FOR MOST PART THE WEB SITE ISABLE TO BE ACCESSED QUICKLY NOW

AND THEY CAN COMPARE COVERAGE.

THAT'S WHAT IS CRITICAL.

>> Jon: IS THERE SOMETHING INTHE PROCESS OF GOVERNMENT THAT

KEEPS A JEFFREY -->> ZIENTZ.

>> Jon: OUT OF IT UNTILTHERE'S A PROBLEM?

IS THE PROCUREMENT PROCESSA PROBLEM. WHAT IS IT WITHIN

GOVERNMENT THAT CAN BEREFORMED TO MAKE IT MORE AGILE

AND MAYBE MORE EFFECTIVE AT NOTPUTTING BAND AIDS ON WOUNDS BUT

KEEPING US NOT AS WOUNDED?

>> WHAT I'VE NOTICED IN MYEXPERIENCE IN GOVERNMENT IS

SOMETIMES THERE'S TOO MANY COOKSIN THE KITCHEN.

YOU DON'T WANT TO HAVE TOO MUCHAUTHORITY INVESTED IN ONE PERSON

OR ONE PART OF AN AGENCY.

BUT IF YOU HAVE SO MANYDISPARATE ORGANIZATIONS AND

INDIVIDUALS WHO HAVE A ROLE INGETTING SOMETHING UP AND

RUNNING, THAT CAN BE BUREAUCRACYTHAT GETS IN THE WAY OF

EFFECTIVE.

>> Jon: DO YOU THINK THAT'SWHAT HAPPENED IN THIS CASE?

>> I'M NO EXPERT.

I CAN'T ANALYZE THE TECHNICALPROBLEMS ON THE WEB SITE.

>> Jon: REALLY, BECAUSE I WASGOING TO HAVE YOU FIX MY

COMPUTER.

I BROUGHT YOU ON TODAY BECAUSEI'M HAVING PROBLEMS WITH OS7.

>> I'M AWESOME AT THE iPAD.

>> Jon: WHAT HAPPENED TO MYOLD KEYBOARD.

WHAT IS THE WEIRD LINE THING.

>> I HEAR YOU.

[LAUGHTER]>> Jon: ON A SLIGHTLY MORE

DIFFICULT SCALE IS THE KIND OFASSURANCES OF PEOPLE.

I UNDERSTAND THE CAVEATS OFIT BUT THE PRESIDENT AND THE

PEOPLE TALKING ABOUT OBAMACAREWERE DEFINITIVE THAT YOU WOULD

NOT HAVE TO CHANGE YOUR HEALTHCARE PLAN IF YOU DIDN'T WANT TO.

>> HERE IS THE THING.

PRIMARILY YOU DON'T.

WHAT IS GOING ON HERE, ANDACTUALLY THE GUY WHO IS THE CEO

OF FLORIDA BLUE.

>> Jon: THIS IS ZIENTZ.

>> NO, NO PAT GARRITY.

HE WAS ON MEET THE PRESS THISSUNDAY.

>> Jon: I WATCHED.

>> THE REPUBLICANS ARE WORKINGOVERTIME TO PUSH THIS NOTION

THAT THERE WERE 300,000CANCELLATIONS.

THESE AREN'T CANCELATIONS.

THEY ARE TRANSITIONING FROM APOLICY THAT IS NOT THE MINIMUM

FLOOR OF BENEFITS FOR THEAFFORDABLE CARE ACT TO ONE

ATHAT IS. I HAVE A CONSTITUENTWHO

IS A BREAST CANCER SURVIVOR.

THE ONLY INSURANCE THEY COULDGET COST HER $1270 A MONTH.

SHE GOT A LETTER SAYING THEPOLICY SHE HAD WAS NO LONGER

AVAILABLE.

>> Jon: NOT AVAILABLE BECAUSEIT DIDN'T REACH THE STANDARD

OF CARE THAT ARE THE NEWMETRICS.

IT'S A HIGH RISK POOL PLAN ANDTHAT IS BEING DISCONTINUED.

THE POLICY THEY WOULD TRANSITIONHER TO IS ONLY $640 A MONTH

SAVING HER $7,000 A YEAR.

>> Jon: THIS IS A GOOD STORY.

AND THAT'S BEFORE SHE EVENGOES ON THE EXCHANGE TO COMPARE

PLANS WHERE SHE COULD PROBABLYGET KEEPER COVERAGE.

>> Jon: THERE'S PEOPLE WHOHAVE LOST LOWER INSURANCE --

>> BUT IT'S MORE THAN JUSTANECDOTAL.

>> Jon: AND ARE PAYING MORE.

>> IT'S MORE THAN THAT SORRY TOINTERRUPT.

>> Jon: NO, NO, PLEASE.

THE REPUBLICANS ARE WORKINGOVERTIME TO CREATE THIS

NARRATIVE THAT THERE WASMISREPRESENTATION.

YOU HAVE ALMOST 50% OF 18-34YEAR OLDS PAYING $50 A MONTH.

>> Jon: I UNDERSTAND THAT.

>> AND EVEN MORE THAN THATPAYING ONLY $100 A MONTH.
